What are regional flood and coastal committees?
Regional Flood and Coastal Committees were established under the flood and water management act (2010). They bring together members appointment from the Environment Agency, Local Authorities, IDBs in relevant areas and independent representatives with relevant experience. The Environment Agency must consult with, and take into consideration the comments of, the relevant RFCC before implementing any flood and coastal management programme of work. There are 12 RFCC’s in England who have a function of:
- Ensuring there are coherent plans for identifying, communicating and managing flood and coastal erosion risks across catchments and shorelines
- Promoting efficient and risk-based investment in flood and coastal erosion risk management that optimises value for money and local community benefits;
- Providing a link between the Environment Agency, Lead Local Flood Authorities, other risk management authorities, to enable greater shared understanding of flood and coastal erosion risks in its area.
Interested in being involved with the work of an RFCC, but would not like to apply for chair at this time?
The NFU are very keen to work with members who have an interest in the work of the RFCCs but do not wish to apply for chairmanship at this time. There may be other oppotunities available such as becoming a member of the RFCC rather than chair, or to increase liaison with a representative of the RFCC to feed information to.

Requirements for role as chair of RFCC :
The challenging role requires you to have strong leadership skills and an ability to pull in and consider the views of a wide range of stakeholders. As chair of the RFCC you would be at the heart of decision making process in approving capital and revenue investment programmes, and play a pivotal role in raising local levies, securing external contributions and ensuring effective community engagement.
The following have been outlined as personal specifications for the role:
- Evidence of leadership skills, including the skills needed to chair a committee such as the ability to bring together different voices and balance interests to inform and stimulate discussion and provide strategic direction.
- Able to act both individually and with other RFCC Chairs as adviser, networker and critical friend for Defra, Environment Agency and wider government.
- Good understanding of, or demonstrates the commitment and capacity to learn and understand government priorities for flood and coastal risk management, particularly catchment approach to flood risk management.
- Ability to build collaborative relationships; effective partnership working with public and private sectors at a senior level, and across every section of the community.
- Expertise in financial decision making considering both risk and priority, with the ability to find cost effective solutions.
