This business guide is intended for those NFU members who are unfamiliar with the planning system and wish to learn more about how to obtain planning permission for a new agricultural dwelling in Wales.

This guide does not specifically cover other forms of rural housing development and is not a comprehensive guide to planning law and policy. It is always recommended that you seek professional advice before developing any scheme for planning and preferably get written pre-application advice from your local planning authority. It also remains your responsibility to meet the statutory regulations and any other consents that may be necessary such as Building Regulations.
You may now see reference to ‘rural enterprise workers’ in Welsh planning guidance which will include an agricultural worker dwelling, but also includes forestry, rural tourism and leisure uses, so this guide will also use this term.
