- regularly transport their own waste
- transport or dispose of waste for someone else
- buy or sell waste
- act as a waste broker (arrange for someone to handle other people’s waste)
Lower tier waste carrier registration is free and last a life-time.
You do not have to register to be a lower tier carrier if your waste is normally collected by a waste contractor but for some reason you needed to transport your own waste on a one-off basis.

All businesses must continue to complete ‘Waste Transfer Notes’ every time they collect, pass on, or dispose of any non-hazardous waste from their business, and keep these for a period of two years.
Householders do not have to register as waste carriers in order to transport their own household waste to a Household Waste Recycling Centre or local recycling site and are therefore not affected by the new change.
